Louise Barr
Deputy Director, Construction Products Reform,
Ministry for Housing, Communities and Local Government
Louise Barr took up her current role as deputy direction of construction products at the Ministry of Housing, Communities and Local Government in March 2023, launching a consultation on the Construction Products Reform Green Paper on 26 February 2025 (see here for further information and to respond by 21 May 2025). She has significant leadership experience across the built environment. For example, prior to the current role Louise led operational delivery of the building safety fund. She has also previously overseen policy and regulations covering the infrastructure planning system including the nationally significant infrastructure planning regime, reforms to Section 106 and the Community Infrastructure Levy and mineral planning. During Covid she led policy and delivery of Covid Secure public places and the approach to local enforcement of Covid business closure regulations.
